Mr. Dritan Mezini, Senior consultant and Managing Director at DM Consulting Services, has a great expertise in Project Management as well as the development, implementation and assessment of IS systems as a result of over 18 years hands-on experience in IT consulting in several countries.
Holding a B.S. in Information Technology and Computer Sciences and a Master in Business Administration (MBA) area of concentration Management Information Systems (MIS), he has a good knowledge on public administration and e-government services (e-procurement, e- learning, e-commerce) and is currently serving as consultant for the World Bank and the Albanian Government.
He is Board Chairman of the Albanian Information Technology Association (AITA), Board Chairman and member in several professional associations such as the Albanian Fulbright Alumni Association (AFAA), the Project Management Institute (USA), the Society of Human Resources Management (USA= and the Business Process International Institute (USA).
Joan Font has been professionally involved in the world of radio-broadcasting since 1971 when he entered Sud Radio. Successively being Technician, Producer of the News Service and Journalist until 1982. In 1982 he became chief of the photographic laboratory, and manager of the Publicity department at the news magazine “Andorra 7” until 1985. With the creation of the National Sound Archive in 1985, he enters the Andorran Government Administration, being nowadays the chief of the Audiovisuals and Communications department. Since 2005 he is a member of the international experts panel in e-Content and e-Technologies of the WSA international organization.
Besides his professional activities, Joan Font has exerted several political responsibilities:
- Member of the City council of Ordino from 1984 to 1991
- Mayor of the “Quart de Sorn?s” from 1998 to 2000
- Member of the City council of Ordino from 2000 to 2004,
- Member of the Andorran Audiovisual Council since 2005
- President of the Andorran Audiovisual Council since January 2008 (www.caa.ad )
Chugaszyan's career path has moved across different institutions, different sectors and different nations. He has experience covering governmental, business, civil society and academic sectors. He is co-founder and executive director of ITF (Information Technologies Foundation) NGO, Yerevan. Among projects fulfilled by ITF it is worth mentioning organization of the Global e-Content Summit and the European Forum on Human Rights in the Information Society in October, 2006 in Yerevan, Armenia. G. Chugaszyan has been active in the sphere of multimedia production for the last 15 years, managing outstanding projects including the first Web casting of World Chess Olympiad in 1996 and World Summit Award winning titles in 2005. Currently G. Chugaszyan is co-founder and the President of Information Technologies Education JSC, Yerevan. In 1999-2001 he was a member of the Open Society Institute(OSI) Information Sub-board (Budapest, Hungary) making strategic decisions for information and communication programs (Internet, libraries, electronic publishing) for OSI network in about 30 countries. In 1997 being the Director of the Department of Information and Publishing at the RA Government (1997) Chugaszyan successfully initiated introduction of the first Armenian Satellite TV channel into public life. He is a member of a Presidential IT Development Support Council.
Christian Rupp was appointed as the Federal Executive Secretary for the e-Government initiative of the Austrian Government in spring 2003 and is since autumn 2005 the Spokesperson of the Federal Platform „Digital Austria“ in the Austrian Federal Chancellery, which coordinates the ICT and e-Government activities between local and national governments, municipalities as well as industries. He is also member of the Advisory Board for Information Society in the Austrian Federal Chancellery, which coordinates the i2010 activities in Austria, as well as in the Advisery Board of saferinternet.at and in the Strategic Consulting Group ICT in the Federal Ministry of Economics and Labour.
Before his activities in the Austrian Federal Chancellery he was nearly ten years long the e-Business representative of the Austrian Federal Economic Chamber. Beyond that he was Vice-Director Communication and Marketing, Director of the eCenter, Adviser for International Technology- and Know-How-Transfer in the Austrian Federal Chamber Organisation.
Nariman Hajiyev is the Director of the joint project of UNDP and the Ministry of Communications of Azerbaijan, entitled “National E-Governance Network Initiative”. He has already provided his invaluable assistance while working over the National E-Government Contest in the year 2005. He is the member of a number of institutions, like “VITA” ICT Academy, and also is involved in a number of in-country ICT initiatives as an expert. Mr. Hajiyev has also been involved into the process of development of the first automated translation system from Azeri into a number of European languages. Also, at the moment, the working group of the project under his supervision is performing over the pilot “Info booth” project, which is targeted to enable all the citizens of the country to use the e-Gov applications through the specific info booths to be installed in all the regions of the country. Also he is performing the PhD and the topic is also dedicated to the
E-Governance.
Sergei Enin is a Doctor of Science and a Senior Research Associate of the National Academy of Science. From 1968 till 1990, Mr Enin worked in the Institute of Technique Cybernetics under the National Academy of Science of the Republic of Belarus and published more than 50 scientific works. From 1994 Mr Enin started specializing in theoretic problems of informatization and transition to the information-oriented society. Sergei Enin made more than 40 publications on the problems of information resources development and use, and application of information and analytical technologies in the process of state government and creation of the National Information Policy of the Republic of Belarus. Sergei Enin is a member of the National Expert Council for Information Technologies under the State Committee on Science and Technologies (SCST), a member of the Board of Academics of the Belarusian Institute for System Analysis and Information Support of the Science and Technology at the SCST, a member of the Editorial Board of the specialized scientific and production journal of the Ministry of Communication and Informatization called «Vesnic Suvyazi». Since 1999, Sergei Enin is an executive director of the NGO «Information society» that employs more than 500 specialists in the sphere of ICT and aims to encourage and promote the development of the national information and communication structure and strategy and transition of the Republic of Belarus to the information-oriented society. Mr Enin supervised a range of projects of international technical aid, financed by the EU, World Bank, Development Programs of the UN.
Since 1998, Rudi Vansnick has been a member of ISOC (Belgian Chapter), and he currently serves as the Society’s Chairman. He worked at several projects (Internet, Intranet, and Extranet) for Belgian companies as well as for government and national associations.
His 30 years experience in ICT was a perfect basis for the study ISOC Belgium together with EROV made on the usage of ICT in the Social Profit sector in East-Flanders. In 2005 Rudi got for the first time involved in the World Summit Award organisation (national expert and grand jury member). December 2006 Rudi participated in the International Conference in Washington focusing on the Rights and Protection of Children in the Web 2.0 World.
2007 became the year of his presence in ICANN structures. Founding member of EURALO, he participates actively in the ALACAt Large Structures. Involved in national matters in relation to domain names, registry and registrars, he focuses specifically on issues of cyber security in relation to registries and registrars.
April 2008 the general assembly of TIK vzw (usersgroup Telecom & Internet customers in Belgium - some 10.000 members) elected a new board chaired by Rudi for a mandate of 3 years. During the 33rd ICANN meetings in Cairo, Rudi got elected ALAC liaison ccNSO.
Zlatan Mulabegovic is Country Manager for the Algebra Educational Center in Bosnia and Herzegovina,the largest training center for education in BiH, where he is responsible for the set-up of educational centers in BiH and creating education programs and e-learning seminars. He has served as local expert and project manager in several UNDP and EU programmes in BiH and as consultant to the council of Ministers. Having studied Computer Science in Zagreb, he gained international work experience in Switzerland and Croatia. Besides being President of BAIT- the Association for information technologies in Bosnia and Herzegovina he is also President of the international rotary club "Alpe Adria".
George Sharkov is the Director of the ESI Center Eastern Europe – the regional excellence center of European Software Institute in Sofia. He graduated Mathematics and Computer Science at Sofia University in 1986, obtained PhD in Computer Science (Artificial Intelligence), specialized in applied informatics and applied research in biophysics and genetics (Bulgarian Academy of Sciences and University of Gent – Belgium). Since 1994 he is leading international teams and projects for software and information systems in the fields of banking and finances, online trading, e-business and e-commerce solutions, internet exchanges and B2B markets, interactive and cross media systems. Among the initiators of BASSCOM (Bulgarian Association of Software Companies – www.basscom.org) and Chairman since the year of2001. Founder and manager of ESI Center Bulgaria (www.esicenter.bg) since 2004. Qualified instructor in SPI (Software Process Improvement), implementation of CMMI, accredited ITMark instructor and appraiser. Initiator and promoter of the international initiatives for ICT regional branding and competitiveness. One of the initiators of the ICT Cluster Bulgaria.
Sebastian Ladika is President of the Croatian Association for Promotion of Information Society, CAPIS, a non-profit organization focused on developing the information society in Croatia and establishing a network of local technology professionals and entrepreneurs. Through CAPIS, he is developing several online community projects for building partnership and cooperation between government, private business and universities, organizing various IT lectures, workshops and seminars, and is responsible for the organization of the local e-Content award.
He is also coordinator of the IPv6 Task Force Croatia, a local chapter of the global IPv6 Forum, dedicated to promotion and implementation of internet protocol version 6. He has graduated in Computer Sciences at Zagreb University and started his career in IT consulting. Mr Ladika is currently involved in various local start-ups in IT and tourism sector.
