Prof DDr Peter A Bruck studied law, economics, sociology and communications at the universities of Vienna, Iowa and McGill. He holds doctorates in law and communications and has taught at universities in Canada, the US and Western Europe plus Israel and Poland. He has more than 25 years experience in research, university teaching and information technologies in Austria, Switzerland, Germany, Poland, Portugal, the US and Canada. Mr Bruck received numerous awards and fellowships in Europe, the US and Canada and is listed in the Canadian and Austrian Who's Who. He founded, built and headed research institutes at three universities, and he is a senior partner of the ICRA (International Communications Research Associates) in Ottawa, Canada.

Christian Rupp
Federal Executive Secretary, eGovernment

Christian Rupp was appointed as the Federal Executive Secretary for the eGovernment initiative of the Austrian Government in Spring 2003 and since autumn 2005 is the Spokesperson of the Federal Platform "Digital Austria" in the Austrian Chancellery, which coordinates the ICT and eGovernment activities between local and national governments, municipalities as well as industries. He is also member of the Advisory Board for Information Society in the Austrian Federal Chancellery, which coordinates the i2010 activities in Austria, as well as the Advisory Board of and the Strategic Consulting Group ICT in the Federal Ministry of Economics and Labour. Before his activities in the Austrian Federal Chancellery he was the eBusiness representative of the Austrian Federeal Economic Chamber for nearly 10 years. Beyond that he was Vice-Director of Communications and Marketing, Director of the eCenter, Adviser for the International Technology- and Know-How-Transfer in the Austrian Federal Chamber Organisation.

Dr. Quat is an active member of many HKSAR Government Advisory Committees and community servicing organisations such as the Logistics Development Council and the Research Grants Council. Osama Manzar
Founder & Director, Digital Empowerment Foundation

Osama Manzar is a convert social entrepreneur spearheading the mission to overcome the information barrier between India’s rural sector and the so-called developed society, through Digital Empowerment Foundation (DEF) – the not-for-profit organization founded to accomplish the mission. Osama has been British Chevening Fellow in 2002 and in 2011 he was invited by the US State Department for the “International Visitors Leadership Program”. He just released his 4th Book titled “NetCh@kra: 15 Years of Internet in India”. He is a member of the Advisory Board for National Optic Fibre Network (NOFN). At the Ministry of Information & Broadcasting, for the Community Radio Licensing, Osama Manzar is a member of the Screening Committee.He has recently initiated a regional movement on “How Mobile can Empower Masses” through mBillionth Award South Asia, recognising and mentoring Mobile Content, Application & Services. In 2003 he launched Manthan Award, India’s first ever award for choosing the best e-content practices. Manthan Award has extended its reach to the Asia Pacific region recently and has accumulated more than 4000 best e-content practices in its nomination database. Osama Manzar is e-Content Expert for India for World Summit Award (WSA), Grand Jury Member and member of the Board of Directors. In addition, he has been Jury Anchor for the Dataquest e-Gov Champion Award (2008), for Bahrain e-Content Award (2009), Sri Lanka’s e-Content Award & Bangladesh e-Content & ICTD Award-National Digital Innovation (2010). He has been the moderator for e-North east Award Jury (2012). Further, he is the facilitator of the “Pearson Teachers Award” (launched in 2012).He has been a part of the Professional Social Entrepreneurship Program by Social-Impact International and worked for Computerworld as assistant editor and for Hindustan Times as head of Interactive Media Division. He is a physics graduate and holds a post-graduate diploma in Journalism. Alfredo Ronchi
General Secretary, MEDICI Framework

Alfredo  M. Ronchi is the General Secretary of the European Commission-MEDICI Framework, Secretary of the European Working Group on “EU Directives and Cultural Heritage” and head of the representative of OCCAM NGO at UNO International Centre in Vienna. He is appointed by ICNM as a member of the World Summit Award Grand Jury and President of eContent Award Italy the Italian pre-selection of the World Summit Award. He is the programme Chair of the Cultural Track of the IX International World Wide Web Conference, May 2000 Amsterdam (NL), Chair of panels “On culture in a world wide information society” WWW Conferences 2001-2004 Founding Chair of the International Conference Cultural Heritage Networks Hypermedia, September 96- 06 Milan, Co-Chair of Infopoverty Conferences 2001-07 Founding Chair of the panel “Business opportunities from cultural heritage” CeBIT 98-07 Hannover (D). He was and still is coordinator / manager of several different international projects. He had active roles in events promoted by The World Bank, Council of Europe, European Commission, IEEE. Alfredo  M. Ronchi is appointed as an expert c/o , rhe Norvegian Government, the European Commission, the Council of Europe, CNR and member of the Scientific Committee c/o Infopoverty, Fondazione Italiana Nuove Comunicazioni, Global Forum, Sacred World Foundation. He is actually member of the Italian delegation for cultural heritage in the Italy China cooperation framework (2005-2007). Mr. Ronchi is a professor at Politecnico di Milano (Engineering, Architecture & Industrial Design Faculties).

Manar Alhashash
Secretary General, Kuwait e-Award; e-Leader, UN GAID

Manar Al-Hashash is a Computer Engineer from Kuwait, holding a master degree (MBA) with focus on Management of Information Technology. Based on that academic technical background, Manar works in two parallel lines, technical and social. She is the co-founder of DotDesign, a software development company. On the other hand, she multi-tasks several activities with her main goal “Promote ICT in society”. Since 1999, Manar has been involved in media and public work in many ways to achieve that goal. She prepares and presents the weekly IT program “Compunet World” on Kuwait Satellite Channel in Arabic as well as preparing and presenting another weekly IT program on KTV2 in English called “Zero Ones”. In 2004 Ms. Al-Hashash launched and Manage a Local e-Content Annual Contest under the name of “Ghiras electro Contest” which aims at youths in Kuwait (14-22yrs) competing for Best website design, Best Presentation, Best Graphic design and Best mobile e-greeting card, all focus on local content. Manar also has rich experience in the press media publishing for IT, as she wrote a weekly IT page for the an official daily newspaper in Kuwait from 2000 till 2005, where she concluded that experience by launching the IT magazine “Dot” of which she was owner and Chief Editor. As a student Manar was awarded an IEEE for her outstanding Internet and e-Commerce projects in 2000. In addition to being a member in WSA board of directors, Manar is a member of High-Level Panel of Advisers of Gaid — United Nations.

Latif Ladid
President, IPv6 Forum

With support from the IETF NG & Ngtrans Working Groups and the IPv6 Deployment Initiative, Latif initiated the foundation of the IPv6 Forum in May 1999 (, of which he is the President. Jak Boumans
Managing Director, Electronic Media Reporting

Jak Boumans works as Principal Consultant for Electronic Media Reporting, an electronic publishing consultancy specialised in content strategy, based in Almere, the Netherlands. He has been active in publishing since 1970 and started to specialise in electronic publishing from 1980. In 1984, he created the first online version of a daily newsletter for the computer industry in Europe - for VNU BP in London. In 1990, Mr Boumans started Electronic Media Reporting, performing strategy studies, doing market scans, executing project audits and organising conferences and workshops. Mr Boumans has experience as a Project Evaluator, reviewer and expert for the European Commission in the field of electronic publishing, multimedia and content. He was also a tutor in the EU media projects X-Melina and INYOP. Presently he is involved in the EU SCIENAR project on science and art. Mr Boumans has published many articles in Dutch, English, French and German on new media, contributed to the book E-Content: Technologies and Perspectives for the European Market (Springer, 2004) and co-edited High Performance Multimedia (IOS Press, 2008). Mr Boumans is Secretary General of the European Academy of Digital Media (EADiM), a network consisting of 125 multimedia experts in 28 European countries. In 2003 EADiM was one of the founding fathers of the World Summit Award in e-Content and Creativity.

Kearney (working in the US, Russia, Poland, Hungary, the Czech Republic, Sweden and Denmark), where she managed large projects in the financial services and consumer goods sectors. Ms. Sverdlov holds a BA degree in Economics and Political Science (magna cum laude) from Yale University and an MBA degree in Finance and Multinational Management (with Distinction) from Wharton Business School.

Catherine Warren

A digital media veteran celebrating 25 years, Catherine leads due diligence on M&A for major game and animation companies, creates fan strategies for blockbuster television franchises such as CSI and advises mobile leaders including Nokia and Orange Telecom on premium game models. Working in North America, the UK and Europe, Catherine has served as a senior manager for both publicly traded and privately held media companies. She has published more than 25 titles for adults and children on science and computing as well as produced numerous award-winning Web sites and interactive broadcasts, including the Gemini Award-winning In addition to WSA, Catherine serves on various digital media boards, including the Bell Broadcast & New Media Fund, which has contributed more than $70M to convergence production, including two recent interactive Emmy-award winners. A member of the International Academy of Television Arts & Sciences, she has also served as a judge for the digital Emmys. Catherine has a degree in physics from Reed College and a masters from Columbia University Graduate School of Journalism in New York, where she broke the original story of new media on location at MIT.

Rudy Laddaga Lopez
CEO & Co-Founder, U-TOUR

Rodolfo Laddaga "Rudy" is Mexican, born 1972 in Mexico City. From childhood he showed interest for film and computers. At the age of 13 years he finished a technical course as Programmer and Systems Analyst, since then the technology has been part of his professional life. He graduated with honors from Tecnologico de Monterrey with a Bachelor in Communication Sciences and later started a masters degree at New York University (NYU) in the Interactive Telecommunications Program. In 2000 he abandoned his studies when he developed the first digital cinema poster, the Virtual Board, product that was embraced by the international company Cinemark in order to be installed in their theaters all over the world. To start this endeavor, he partnered with Alejandro Machorro and founded Media Innovations, the first Digital Signage Company in Latinamerica that became the number four worldwide in 2005. Rudy also studied film and has participated in several film projects. His work has been screened at international film festivals. He also has been a professor at several universities teaching courses on Multimedia and Digital Cinema. His passion for information technology and communications has lead him to collaborate with the World Summit Award since 2005, first as a national expert and now as a Board Member. At age 14 he started his first company and since then he has been a successful entrepreneur with projects always related with information and communications technologies. In 2007 he founded U-TOUR with Alejandro Machorro to develop multimedia guided tours. The company was recently awarded the World Summit Award in the category e-Culture and with the 2009 DELL AMERICAN EXPRESS Small Business Award for being the most innovative company. Rudy is married to Lorena and together hold a small NGO called Constelacion Mascota (Pet Constellation), an organization devoted to take pets from the street, heal them and find them a home.

Effat El Shooky
Director of Online Distance Learning Program, Cairo Regional Center for Training on Conflict Resolution and Peacekeeping in Africa -CCCPA- Cairo

Effat El-Shooky is the Advisor to the Minister of Communication and Information Technology for International Relations in Egypt", National Project Director of UNDP-MCIT Project "Empowering and Connecting the Community through ICT", and Director of the GDLC-Egypt (Global Development Learning Center) of the World Bank at RITSEC (Regional Information Technology & Software Engineering Center). Effat El Shooky was awarded by the President of Finland“ Knights Award, First Class “Lion of Finland,” based on her achievements in initiating, activating and coordinating the Finnish-Egyptian partnership initiatives, programs and projects in the area of information and communication technology (ICT), Mrs. Effat El Shooky has been very active and instrumental in the field of Information technology for more than 25 years. In 2005, she was the Advisor of International Cooperation at ITIDA (Information Technology Industry Development Agency). In 1992, she was the Executive Manager for RITSEC. By mid 80’s she was the Manager of International Coopertaion at IDSC (the Cabinet Information and Decision Support Center), at the Cabinet of Ministers. In the 70’s, she worked for IBM and the Arab League Industrial Development Information Center. During her professional career, Effat El Shooky  provided advisory and consultation  to a number of UN Agencies as UNDP, UNESCO, UNIDO, ECA, ESCWA, UNCTAD, ILO, UNICEF and the World Bank, DANIDA, JICA, CIDA, EU, WIPO, EFTCA (Egyptian Fund for Technical Cooperation with Africa-Egyptian Ministry of Foreign Affairs, the Arab League, and others.

She has been greatly involved in developing regional projects and providing technical assistance in ICT and e-Learning programs for Arab countries as Kuwait, Lebanon, Jordan, Syria, Morroco, Tunisia and African countries as Cote D’Ivoire, South Africa, Mozambique, Namibia, Senegal, Nigeria. She also represented the Governement of Egypt in a number of global and regional initiatives for the Groups of G8, G15, G77 and CIS (Commonwealth of Independent States), NEPAD (New Partnership for the Development of Africa), and the UN ICT Task Force.

Lumko MtimdeLumko Mtimde
Chief Executive Officer, Media Development and Diversity Agency (MDDA)

Lumko Caesario Mtimde is the Chief Executive Officer of the Media Development and Diversity Agency (MDDA), a development agency set up to develop media diversity, as partnership between the South African Government and major print and broadcasting companies, and to assist in developing community and small commercial media in South Africa. His experience include working as a Communication Development Consultant after leaving the Independent Broadcasting Authority (IBA) and did some work for, among others, Open Society Institute of Southern Africa (OSISA), AMARC Africa, SACOD, Article 19 and the Department of Environmental Affairs and Tourism of South Africa. From 2001 - 2002, he served as a General Manager / Chief Director (Broadcasting Policy) of the Department of Communications, Ministry of Communications. Before that, he served the IBA, as a Councillor from 1998 to 2000, following his appointment by the then South African President Nelson Mandela, in terms of the IBA Act. This followed after four and a half years serving as Chief Executive Officer (CEO) of the National Community Radio Forum (NCRF). Lumko Caesario Mtimde is a graduate of the University of the Western Cape and the University of South Africa.

Dorothy Gordon Dorothy K. Gordon
Director-General, Advanced Information Technology Institute – Ghana-India Kofi Annan Centre of Excellence in ICT

Dorothy K. Gordon is the first Director-General of Ghana’s first Advanced Information Technology Institute (AITI), the Ghana-India Kofi Annan Centre of Excellence in ICT. She is a specialist in international development with over 20 years experience working throughout Africa, the US, Europe and Asia in Executive and Consulting positions – principally with the United Nations but also working with private sector and civil society organisations. Ms Gordon’s work includes support to the drafting of key policy documents and providing systems design and implementation support to the launch of Ghana’s first Community Information Centres. She also supports training and research initiatives in India and Africa. Ms Gordon, who has degrees from Ghana and the United Kingdom, serves on a number of international and national boards and also works with a range of NGOs and community-based organisations to support economic empowerment and good governance.

Ralph Simon

Ralph Simon is regarded as one of the founders of the modern mobile entertainment industry. Over the last decade he has been a global trailblazer and innovator, growing the global mobile entertainment & content industry, and playing a central role in its development, significance and presence world-wide. He has been dubbed the 'father of the ring tone', as he and his team created and developed the first commercial ring tones in the USA, Canada, Europe, Africa and Australia in 1998. Prominent internationally, he has evangelized mobile operators, media & film companies, TV networks, brands, ad agency groups and platform providers on how to create and grow mobile revenues, impact and content on mobile devices and smart phones.

He co-founded the Zomba group, became the Executive Vice President of Capitol Records and Blue Note Records in Hollywood and started EMI Music´s global New Media division in the mid 90s. Simon founded the influential Mobile Entertainment Forum, and acts as its chairman as a high level adviser.

Reshan Dewapura
CEO ICT Agency of Sri Lanka

Reshan Dewapura holds a Bachelors Degree in Electronics and Telecommunications Engineering from the University of Moratuwa, Sri Lanka and a Masters Degree in Project Management from the George Washington University, U.S.A. He has been in the ICT industry for the last 25 years with almost 20 years experience in driving large, complex ICT programs and projects. Reshan joined the ICT Agency of Sri Lanka ( in July 2003, where he currently is the Chief Executive Officer. The ICT Agency is the apex ICT policy body in Sri Lanka, and the implementing organization for e-Sri Lanka (ICT led National Development initiative) and hence functions as the Office of the National CIO for the country. Reshan also holds Board Director positions at Sri Lanka CERT (, as well as at LKNIC (Sri Lanka’s Domain Registry - He’s also a member of the International Advisory Board of the Centre for Development Informatics at the University of Manchester, U.K. (, and a member of the Board of Trustees of Foundation ( Immediately prior to joining the ICT Agency of Sri Lanka, Reshan worked with Hewlett Packard (HP) Professional Services in Europe, Middle East and Africa for almost a decade, where he managed some of the largest ICT out-sourcing projects for HP. During his tenure at HP, Reshan has been the recipient of HP’s Top Achiever’s Award for his outstanding contributions to the company.

Mr. George Sharkov
Director of ESI Center Eastern Europe

George Sharkov is the Director of the ESI Center Eastern Europe – the regional excellence center of European Software Institute in Sofia. He graduated Mathematics and Computer Science at Sofia University in 1986, obtained PhD in Computer Science (Artificial Intelligence), specialized in applied informatics and applied research in biophysics and genetics (Bulgarian Academy of Sciences and University of Gent – Belgium). Since 1994 he is leading international teams and projects for software and information systems in the fields of banking and finances, online trading, e-business and e-commerce solutions, internet exchanges and B2B markets, interactive and cross media systems. Among the initiators of BASSCOM (Bulgarian Association of Software Companies – and Chairman since the year of2001. Founder and manager of ESI Center Bulgaria ( since 2004. Qualified instructor in SPI (Software Process Improvement), implementation of CMMI, accredited ITMark instructor and appraiser. Initiator and promoter of the international initiatives for ICT regional branding and competitiveness. One of the initiators of the ICT Cluster Bulgaria.

Jasna Matic
Special Adviser for Competitveness and Knowledge Economy | Ministry of Finance and Economy

Jasna Matić is a Serbian politician and business women who has held several prominent positions in Serbian national politics and is one of the Commissioners of the UN Broadband Commission for Digital development. Most recently Ms. Matic served as the Minister of Telecommunications and Information Society, 2008-2011 and as the State Secretary for Digital Agenda, 2011-2012, in the Government of Serbia. Born and raised in Belgrade, Serbia, she received an engineering degree from the University of Belgrade, Faculty of Civil Engineering. She attended postgraduate studies and earned an MBA from the Washington University in St Louis, USA in 2001. She has also completed Executive Education programs related to ICT, public administration, leadership and economic development at Harvard's Kennedy School of Government.

With twenty years of experience in public service, international organizations, Serbian and international business and political environment, Ms Matić is now the Special Adviser for Competitiveness and Knowledge Economy to the Minister of Finance and Economy and a Commissioner of the UN Broadband Commission for Digital Development.
