Nasser Al Khayari is a senior international relations specialist at the Information Technology Authority (ITA) of the Sultanate of Oman. His role also includes defining the steps to be taken for web-enabled data collection and dissemination of ICT data in an appropriate and regular manner.

Reem Al-Mansoori’s 12+ years in the IT field include leading the e-Inclusion team at ictQATAR, working on developing the digital inclusive society across Qatar creating and implementing state of art e-skills and technology that is responsive to the needs Qatar Society. The ictQATAR’s “e-Inclusion” program consists of both inclusive ICT and the use of ICT to help people to overcome economic, social, educational, territorial or disability-related disadvantages.

Reem Al-Mansoori has a wealth of experience in e-Literacy and ICT development. She has worked in e-Inclusion strategy development, ICT Capability building program planning and implementation, developing ICT curriculums.  She has conducted lectures in computer safety. Currently, she serves as a member on the board of Qatar Academy School.

Reem Al-Mansoori was Project Manager at the e-education team at ictQATAR. She managed several initiatives such as School Learning Management System “Knowledge Net”, Teachers Learning Portal “Global Gateway”, e-Literacy, K-12 Cyber Safety, and ICT Community centers.

Before joining ictQatar, Reem Al-Mansoori was leading the Business Intelligence Module and a Data Warehouse for Kahramaa (Qatar General Corporation for Electricity and Water). Prior to that, she worked as University Teacher Assistant at Qatar University, and she has published at Journal of Intelligent Systems, about using Information technology at the medical field.

Dr. Nibal Idlebi is the chief of Innovation Section at ESCWA and a senior expert in KnowledgeSociety. She has wide experience in ICT policies and strategies, legal and regulatory frameworks of Information Society, e-services with focus on e-government and development of digital content. She leads a number of regional initiatives for developing knowledge society in the Arab region especially “The Digital Arabic Content Initiative” and the “The Regional Harmonization of Cyber Legislation in the Arab region”. Ms. Idlebi is the focal point of ESCWA in various UN Working Groups related to cyber safety and ICT and Gender, and she was a dynamic member of many Arab ICT Working groups. Ms. Idlebi is also a Jury member of various e-Content and e-government Awards and Innovation and entrepreneurship competitions.

Before joining ESCWA, she was Deputy Minister at the Ministry of Communications and Technology (MCT), and a lecturer in ICT at the Higher Institute of Applied Science & Technology (HIAST) in Syria.

Dr. Nibal Idlebi has an engineering degree from “Ecole Supérieure d’Electricité (Supelec)” in France, and a Ph.D in computer science from Nancy 1 University in France with specialization in Parallel Processing and distributed systems.

Faouzi Zaghbib is expert in information technologies, General Manager of R2i (an IT firm) and Founder of ESPRIT (Tunisian university specialized in engineering & ICT).  From 1981, Mr Zaghbib conducted information systems projects and implemented ICT solutions for public services and enterprises in many countries. Mr Zaghbib is an active member of numerous organizations. He is the Chairman of the Tunisian ICT Federation (UTICA-FED-TIC), and member of WITSA (the World IT & Services Alliance), founder member of IJMA3 (the Arab IT Association) and AFICTA (the African IT Association) and several national and regional committees in charge of capacity building, ICT governance, eCommerce, ICT4D, education and research.
Since 2003, he is member of the WSIS organization and follow-up committee. Mr Zaghbib is graduated in economic sciences (Tunis University – 1977), engineer in computer science (Tunis University – 1981), certified in business management (Beyster Institute at the Ready School of San Diego, University of California– 2004) and certified for ICT security auditing (ANSI – 2006).

Eng. Suleman Bakhsh, a young, experienced and active engineer, holds a Masters degree in Business Administration (MBA) and a Bachelor degree of Electronic Engineering. He works for the UAE Telecommunication Regulatory Authority as a Senior Information and Communication Technologies Analyst.

As project manager and technology analyst, he supervises and manages many projects including policy development, comparative analysis and benchmarking. He is also heavily involved in internet technologies, telecom market advancements, cyber security, and internet governance.
He has been representing UAE in various International Telecommunication Union Meetings and Conferences such as IPv6 working group and WSIS Annual conferences. He coordinates the work of the UAE National World Summit of Information Society Committee, and is an active member in many other groups and committees.
